This may seem like a good idea and it may well prove beneficial to many leaseholders living below the fifth floor, but for those who take full responsibility for the external parts of their windows above the fifth floor, the cost of individual scaffolding in the event that your council slaps a notice on you, to repair defective windows in the future could prove financially disastrous.

Fighting for a New Window Policy for
Leaseholders
The problem of window replacement and large
heating charges are the most common reason
leaseholders contact me for help - as well as not
receiving a clear break down from Southwark Council
of what they are being charged for. Many leaseholders
tell me that they want to be responsible for installing
and maintaining their own windows.
On 27th February I held a public meeting for
Southwark Leaseholders. Many people came to tell me
about their problems and discuss action.
Representatives from Southwark Council and the
Leasehold Advisory Service also attended.
I believe it is time Southwark Council changed its
policy on window replacement and maintenance for
leaseholders. I am pleased that the Council have
agreed to work with me and the leaseholders to
develop this new policy, as well as making
leaseholders’ bills clearer.
ONE should always think about every angle and far into the future before leaseholders take control over the "external outsides of their widows and frames" here is the future scenario for those above the fith floor.
Ah but they can put the windows in from the inside you reply, yes says the buyers solicitor but the Council will insist that the external parts of window are sealed and made watertight and they will also insist that you meet health and safety legislation and that means highly expensive individually priced access by whatever means, to the outsides of leaseholders windows
